Revocation of Motor Carrier Registrations
On June 14, a bill was signed into law that allows the implementation of a portion of the Performance and Registration Information System Management (PRISM) for the purpose of tracking unsafe commercial vehicles and their drivers that have been placed "out of service" by the USDOT.
This new law allows the Missouri Highways and Transportation Ccommission to suspend, revoke or cancel the registration, license, permit or other credential issued to a motor carrier if a federal agency or the Commission has issued an out-of-service order against the motor carrier.
This national database system allows department personnel to track commercial operators with poor safety records and eliminates the ability for them to operate unsafely in one state and move to Missouri to operate.
This reporting system will track safety information of the commercial vehicle by company name and vehicle vendor identification number. If it is determined a company is operating in this state with an “out of service” violation, based upon the information in this database, MoDOT's Motor Carrier Service Division may deny the issuance of a license plate or revoke a license plate or any other credentials of the commercial driver from operating in Missouri.
Only the USDOT can remove a commercial motor carrier from a “out of service” status. Until that time, a commercial operator will not be eligible to operate in Missouri. Currently, 25 states participate in this national program. |
