MHTC/MoDOT Safety Proposals Introduced

Safety for Workers on Missouri’s Right-of-way

This legislation will increase driver awareness while traveling through work zones, which should lead to a reduction of accidents in work zones, saving lives and reducing injuries. Senate Bill 754, sponsored by Senator Delbert Scott (R-Lowry City) and House Bill 1379, sponsored by Representative Neal St. Onge (R-Ellisville), are the two bills otherwise referred to as Safety for Workers on Missouri’s Right-of-way. They impose increased fines and assessments of points against driver licenses for traffic violations that cause physical injury or death to a highway worker (MoDOT employee/MoDOT contractor) in construction zones. They also will provide for increased fines for repeat traffic offenses in work zones. A public hearing has not yet been scheduled for either SB 754 or HB 1379. Motor Carrier Registration

This legislation will help get unsafe vehicles and drivers off the road. The motor carrier registration legislation has been filed as Senate Bill 761, sponsored by Senator Bill Stouffer (R-Napton) and House Bill 1340, sponsored by Representative Charlie Schlottach (R-Owensville). These bills allow the Missouri Highways and Transportation Commission to suspend, revoke or cancel the registration, license, permit or other credentials issued to a motor carrier if a federal agency or the commission has issued an out-of-service order against the motor carrier. The carrier may be placed back in service after all federal and state violations are corrected and proper permits are issued. A public hearing has not yet been scheduled for either bill. Primary Seat Belt

This bill allows law enforcement officers to stop a vehicle for a seat belt violation if the violation is clearly visible. Enforcement of Missouri’s seat belt law has been introduced in House Bill 1377 by Representative Neal St. Onge (R-Ellisville). MoDOT is promoting safer highways through seat belt use, which reduces fatalities and injuries in traffic crashes. For additional information about HB 1377 click here .
