Planning Framework - General Process
- Needs are identified and categorized
- Physical Needs (related to condition of pavements and bridges)
- Functional Needs [related to operational aspects (safety/congestion)] of the system
- Needs are prioritized according to a set of criteria, both objective and subjective decided upon by MoDOT and planning partners.
- A limited number of needs are selected to become scoping projects, which means that a need will go through the scoping process to develop the most complete, cost-effective solution(s) in the project development process.
- Scoping projects are categorized:
- Safety Projects
- Major Projects
- Taking Care of the System Projects
- Regional and Emerging Needs Projects
- Scoping projects are prioritized according to a set of criteria, both objective and subjective decided upon by MoDOT and planning partners.
- A limited number of scoping projects are selected for inclusion into the STIP for construction and are then designated as construction projects.
