Rte. 367 Project Update
The second phase of the Rte. 367 improvement project between New Jamestown Rd. and Coldwater Creek, will incorporate the same roadway design and aesthetic improvements. The project was awarded to Gershenson Construction Company in Oct. and will begin in Dec. 2006. Construction was completed in December 2007, six months ahead of schedule. 
Rte. 367 from Norma Ln. to Coldwater Creek is COMPLETE! (Phase 2)

Stage 1 began in December of 2006 includes:
- Closing and rebuilding Foxhaven Drive, Arrowpoint Drive, New Jamestown Way, Lusher Rd. from Arrowpoint to New Jamestown Rd., and Benham Rd from Norma Lane to New Jamestown Rd.
- Widening and resurfacing the remainder of Lusher Rd. and Benham Rd.
- The construction of two ramps on the north end of the outer roads begin. One from southbound Rte. 367 to Benham Rd. and one from Lusher Rd. to northbound Rte. 367. During this stage traffic will remain on the existing Rte. 367 pavement and the outer roads in the unaffected areas.
Stage 2 and 3 began in late spring of 2007 includes:
- The construction of two ramps in the Norma Ln. area. The ramp from Benham Rd. to southbound Rte. 367 and then the ramp from northbound Rte. 367 to Lusher Rd.
- The construction of the bridge that will carry New Jamestown Rd. over Rte. 367 begins.
- The construction of the u-turn ramp bridge to carry northbound Lusher Rd. traffic over Rte. 367 to southbound Benham Rd. begins.
- The construction of the retaining walls and pavement on Rte. 367. During this stage traffic will not be able to cross Rte. 367 at New Jamestown Road since Rte. 367 is being lowered approx. 25 feet.
- During this stage traffic will use the north end ramps and will be traveling on the outer roads throughout the entire project.
- During this stage of construction traffic traveling on Lusher Rd. including anyone going west on New Jamestown Rd. will have to proceed to the Lindbergh Blvd. interchange to access Rte. 367 southbound.
Timeline
Scheduled to begin - December 2006
Scheduled to be complete - June 2008
- Incentives – If construction is complete within the allotted time, the contractor will receive $10,000 each day ahead of schedule.
- Disincentives - If construction is not complete within the allotted time. The contractor will not receive the incentive money.

Route 367 from I-270 and Norma Lane is COMPLETE! (Phase 1)

The Missouri Department of Transportation celebrated the opening of the new Route 367 from I-270 to Norma Ln. in a ribbon cutting ceremony on Oct. 25. The mainline has been closed for approximately 12 months while crews replaced the bridges at Dunn Rd., Parker Rd. and Redman Rd., while improving Rte. 367’s mainline and outer road system. The new and improved mainline of Rte. 367 was open to traffic Saturday, Oct. 28.

Project History (Phase 1)
Traffic Switches:
- In late April 2006, the Route 367 traffic was switched to the outer roads at Dunn Road by using the new ramps south of Dunn Road. At this time, traffic was moved onto (Benham Road and Lusher Road) from south of Dunn Road to north of Parker Road. This allowed the construction of the bridge at Dunn Road to begin.
Redman Rd. Bridge Closure:
- April 17, Redman Rd. was closed between the northbound and southbound lanes of Route 367. This closure was necessary due to the roadway needing to be lowered under the new Redman Rd. Bridge to provide for the necessary height clearances. During this time, Redman Rd. traffic was detoured onto the outer roads to turnarounds at Dunn Rd. and Parker Rd. Redman Rd. opened in late June 2006.
About The Project:
New techniques were embraced in this contract that were never enacted before in a MoDOT contract. First, the public was included from the project's inception during the planning and design phases. Next, the public worked closely with MoDOT to establish a low cost aesthetic baseline for the design. The construction phase was unique because signal timing and traffic engineering was included in the contract, which clearly assisted in the easy movement throughout the corridor. Incentive and disincentive clauses were included in the construction contract to reward the contractor for quality work and early completion of the project.
- Incentives – If construction is complete within the allotted time, the contractor will receive $10,000 each day ahead of schedule.
- Disincentives - If construction is not complete within the allotted time. The contractor will not receive the incentive money. The contractor will pay $16,300 each day the project is behind deadline.
Contractors, the public and area stakeholders came together and agreed to work together along with MoDOT to secure the success of this project. "So far, so good," said Bill Schnell, MoDOT Area Engineer. "MoDOT has had overwhelming positive feedback on this project."
MoDOT switched Rte. 367 traffic on Lusher Rd. (outer road east) to one way northbound on Nov. 14, 2005 and Benham Rd. (outer road west) to one way southbound on Nov. 15 from north of Dunn Rd. to north of Parker Rd.
Then on November 19 Route 367 northbound and southbound was diverted to the outer roads from north of Dunn Road to north of Parker Road. This traffic switch will allow the contractor Fred Weber, Inc. to start construction on the retaining walls and bridges at Parker Road and Redman Road.

During October and November, traffic was shifted 20 feet while MoDOT and its contractor Fred Weber continued to build the median. Traffic patterns will not change. Once the median is built, traffic will move onto the median while the remaining portions of Rte. 367 are built.
* Construction History
- The project to convert Rte. 367 to an uninterrupted freeway from I-270 to New Jamestown Road began (summer 2005). This project will greatly relieve congestion along Rte. 367.
- This project will convert the existing outer roads (Lusher Road and Benham Road) to one-way outer roads. When construction is complete, Dunn, Redman and Parker roads will run under Rte. 367. New Jamestown Road will go over the highway. The project will also remove all the traffic lights along mainline Rte. 367. Rte. 367 north of I-270 currently has four intersections with traffic lights, and traffic typically backs up waiting for the signals to change.

Involving The Public In The Planning Process
MoDOT held six open house meetings between 2001 and 2004, as well as numerous community meetings. The meetings allowed the public to offer input on the project so that MoDOT could design a corridor that is functional and meets the citizens’ vision of what their community should look like.
